Another issue arises when a network provider is unavailable to meet a patient's needs and a nonparticipating provider must deliver care. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
(5) Require the utilization of an independent nonprofit database to develop benchmarks for settling reimbursement disputes. Insurers have a track record of manipulating reimbursement data, and that should never be permitted. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
(4) Establish a pathway for physicians to challenge initial reimbursement that is unfair. State-level systems have shown that this is efficient, inexpensive and fair. However, an unreachable claims threshold limits the effectiveness. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
(3) Encourage patient choice by allowing patients and ALL providers to enter into informed agreements about elective out-of-network care. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
(2) Rescind the ridiculous additional concession to insurers that would ban balance billing if there are no in-network physicians available at a facility. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
Therefore, Congress must: (1) Eliminate price fixing of physician reimbursement to the median in-network rate and require carriers to reimburse physicians at a commercially reasonable amount that reflects market value instead. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
To achieve that comprehensive solution, Congress must amend the bill to protect patients and treat physicians and payers fairly. #ASPSadvocacy#OutOfTheMiddle#PlasticSurgery
