I keep being astonished that some Zimbabweans do not understand who is responsible for what in public affairs. City councils are not responsible for collecting the money that fixes and services roads. That responsibility lies with the central government run by President Emmerson Mnangagwa.

Councils used to collect road motor tax a long time ago, decades ago, but they no longer do so because the central government stopped them.

The central government now collects road motor tax, it collects tollgate fees, it collects carbon tax, and it collects fuel taxes, all of which are meant to fix and service roads.

So the statement that the city council is “playing games” comes from a point of ignorance. A city council can only fix what it has money for, either from the taxes it is allowed to collect or from the funds it is given by the central government.
Let us stop this habit of blaming city councils for things they are not responsible for.

It is not the responsibility of city councils to collect road motor tax. It is not their responsibility to collect toll fees. It is not their responsibility to collect carbon tax or fuel taxes.
All of that is collected by the central government, and therefore the responsibility for the state of the roads lies squarely with the central government, not with the councils.

The agency that collects and disburses this money is ZINARA, the Zimbabwe National Road Administration, which is controlled by the central government.
