It is in the libertarian sense (insofar as there would be no "legitimate" compulsion of non-aggressors), but not in the sense that most people use the word for, as a synonym for disorder or lawlessness (ἀνομία).

I think it is totally fine to talk about dispute resolution and crime prevention as "governance" or "government" whether or not it is associated with a state.
