@AuthorTease@DougAMacgregor I think under EU law if they're granted the right to stay in an EU country then they can legally cross EU country borders. So it's probably precautionary until they know what's going on.

@scepticalists @DanNeidle I've no doubt there's tax evasion going on with small business or all business. I'm just saying the formula for calculating the tax gap is somewhat lacking and the smaller the sample set used (and historically is getting smaller), the greater the tax gap.
@DanNeidle A sample size of less than 0.1%, apply old IRS figures for the non detection multiplier, then scale that up to reach an estimate? On top of that smaller sample sizes, generate larger tax gaps. And the sample sizes seem to trend downwards. So their stats are getting worse?

@Heccles94 With this reasoning, if shop doesn't make a profit, they shouldn't get paid, but partake in any debt the shop accrues? I think it's called self employment.

That is the framework that is enabled by the Trojan Horse "Billionaire Tax" that is trying to get passed.
Give them credit: they cleverly use Billionaires as the hook, but build in the language and the framework that will allow the Legislature to simply extend the tax to everyone and make it yearly.
And this is where the form below comes in...
In this case, ask yourself, will it be you or the Billionaires that will be able to fill this out properly and avoid penalties.
As much as Billionaires can be pushed to do more for society, we all know that they have the infrastructure to manage these kinds of disclosures...middle class Californians do not and they will be the ones that get penalized in the end.
