Foreign students need to be a UK resident for 3 years to qualify for a student loan.
The figure relates to UK, and some EU (who qualify per above) nationals who move abroad and never think about paying it back

So the answer to your question, other than it being fascism to deny funding based on view, is the other 9,950 students who didn’t do anything.
@20Thunderchunky@GBPolitcs No option if you’re employed through traditional means ie; employer who pays salary. It automatically comes out of your check with taxes.
