Rarely need both but they most certainly do cool the place down when it's hotter outside than inside. That's kind of the point of an ac unit. You just need enough btu for the area.

Here you are required to prepay. Ie my truck holds nearly $150 so I authorize that and when it stops at 132 it charges me only that. However if the sensor does not detect i put the handle back some one could fill 18.
