Keir Starmer did not let Jason Hoganson out early. Hoganson was serving for domestic violence. DV is specifically excluded from the ‘release on 40% of sentence’ scheme that Starmer’s government has introduced.

As a result, he was released at 50% of sentence instead. Which has been the release provisions for quite some time.
