🚨🚨🚨🚨ANGELA RAYNER’S £70,000 ROAD BACK TO THE CABINET
First, many of these notes have been reported separately in the press, but I haven't seen the timeline of events correlated with Burnham and Starmer.
While out of government, Rayner recorded:
BNP Paribas: £10,000 for two hours.
Coex Partners: £20,000 for three hours.
Propertymark: £20,000 for two hours.
Deutsche Bank: £20,000 speaking fee for four hours, plus £1,250 of accommodation and dinner.
That is £70,000 for 11 declared hours: an average of £6,364 an hour.
These are not village business clubs. BNP Paribas and Deutsche Bank are two of the world’s largest banks. Propertymark represents estate and letting agents and campaigns directly on housing policy.
Here is where the timeline becomes particularly interesting:
1) Burnham was confirmed as Labour’s Makerfield candidate on 19 May.
2) On 5 June, he publicly confirmed that he would challenge for the Labour leadership if he won the by-election.
3) Rayner’s two-hour Propertymark engagement took place on 12 June, seven days after Burnham declared his leadership ambition.
4) Burnham won the Makerfield by-election on 18 June.
5) On 22 June, Rayner recorded receiving both Propertymark’s £20,000 payment and Deutsche Bank’s £21,250 package.
6) The Deutsche Bank declaration comprised a £20,000 speaking fee, £1,000 of hotel accommodation and a £250 dinner for four declared hours.
Then BOOM - That same day, Starmer announced his resignation and Burnham formally put himself forward to succeed him.
7) Burnham became Labour leader on 17 July.
8) Rayner returned to the Cabinet as Housing Secretary on 20 July.
Therefore:
The Propertymark appearance took place just 38 days before Rayner returned to the Cabinet.
The Propertymark and Deutsche Bank payments were both recorded as received only 28 days before her return.
The Propertymark engagement happened after Burnham had publicly announced his intended leadership challenge.
Rayner received £41,250 in payments and benefits from Propertymark and Deutsche Bank on the same date that Starmer resigned and Burnham entered the race to replace him.
None of this proves that Rayner knew she would return to government.
But by 12 June, Burnham’s route back to Parliament and his intention to challenge for the premiership were public knowledge. The possibility of a change in government leadership was plainly foreseeable.
So the questions are straightforward.
When was Rayner first approached about returning to the Cabinet?
When did the Deutsche Bank engagement actually take place?
Who attended it, and what subjects were discussed?
Why does the parliamentary entry provide the payment date but not the specific engagement date?
Did Rayner discuss her possible return with Burnham or his allies before completing these engagements?
Did Propertymark or Deutsche Bank know that she could shortly return to government?
Were housing, planning, taxation, banking regulation or government policy discussed?
What access did these organisations receive after paying her?
What meetings or correspondence has Rayner had with Propertymark, Deutsche Bank, BNP Paribas and Coex Partners since returning to the Cabinet?
Were these financial relationships disclosed to Cabinet Office and departmental officials before her appointment?
Nobody should claim that these payments purchased influence without evidence.
But when major banks and a housing-industry organisation pay a senior politician between £5,000 and £10,000 per declared hour shortly before she returns to government, the public is entitled to ask exactly what they were paying for.
