Auditor-General Tsakani Maluleke Exposes R32 Billion in Undisclosed Irregular Spending Hidden by Government Officials
Auditor-General Tsakani Maluleke has revealed that government accounting officers failed to disclose R32 billion in irregular expenditure during the latest audit cycle, instead classifying the spending as “under assessment” or “disputed,” raising fresh concerns over transparency and compliance in public financial management.
Speaking at the release of the Auditor-General of South Africa annual report, Maluleke said officials withheld details of irregular transactions despite legal requirements under the Public Finance Management Act to assess and report such spending within three months. She confirmed that the R32 billion was identified but not disclosed.
The findings form part of the 2024/25 audit outcomes for national and provincial departments. While reported irregular expenditure dropped to about R42.5 billion from R49.5 billion the previous year, the additional R32 billion uncovered by auditors remains under review and is not included in official figures.
Maluleke emphasised that accounting officers have a legal duty to investigate and act on irregular spending, warning that delays in assessment reflect ongoing accountability failures. The report has renewed concerns about a persistent culture of non-consequence, with billions in taxpayer funds still being spent without proper oversight or full disclosure.
