Why?

While WA is one of a scant number of states without personal income tax, does, say, the Emerald City collect less in Sales/VAT/Excise revenue? Wouldn't the "million" pay such gross local revenues as consequence.

I'm sorry, I just don't understand punishing success, particularly for those who create enough equity to earn enough to create actual jobs through investment, rather than just robbing them. Forgive me if I am mistaken.
