The question was plausible peril, not plausible proof. That's for the merits phase to decide. The ICJ ruled that there was a plausible and imminent risk of genocide occurring, which is the exact and only reason emergency measures were issued.
A state can't just assert jurisdiction and win an injunction. Finland has a right to be protected, too. Would South Africa have gotten the same result if accusing Australia of the ultimate crime in Helsinki? No, they'd have been laughed out of court.
