There are still at least 2,000 people with a learning disability and/or autism who remain locked away in inappropriate inpatient units.
Often far from home, and at an increased risk of abuse, these people need homes, not hospitals.
We wrote to all registered providers today to set out the regulatory context for the government's recent announcement on draft legislative clauses.
This includes the action landlords should take before new consumer standards are introduced.
