@kimmonismus These are normal export controls. Green card holders are considered US persons for the sake of EAR/ITAR, and folks with other visas can get export licenses. Folks in friendly countries can also get export licenses. Huge parts of the US economy are already subject to these rules.

@fchollet There's nothing opaque or arbitrary about EAR export controls. They've been around for 75 years and $5-10T of the economy are subject to EAR or ITAR. US persons including green card holders have access without a license, and other lab employees will need an export license.
