And for the last 10-15 years, there has been a slow fluid shift to buying only what seems to needed the most, as measured by what gets used the most.

For many institutions, it takes an emergency to force you to rethink how you spend. The library wants to use your money as effectively as possible.

Similarly, a lot of library subscriptions are bundled together in one package in a way that looks like a great deal. The prices go up fast.
