Police is the same, almost everywhere.
On October 24, 2024, San Diego Police (SDPD) responded to a domestic violence call involving a gun. They surrounded a home and ordered occupants out.
Compliance: Marcus Evans, 31, exited shirtless with his hands raised.
The Attack: While appearing compliant and unarmed, police fired multiple "less-lethal" bean bag rounds at Evans, breaking his tibia. A police dog was then released, biting Evans on the arm while he was on the ground.
Outcome: No gun was found, and Evans was not charged with a crime. In September 2025, the San Diego City Council approved an $875,000 settlement for the excessive force incident.
