NHBF Delegation Meets Chairman, NHAI
The National Highway Builders Federation (NHBF) delegation had the privilege of meeting the Hon'ble Chairman, National Highways Authority of India (NHAI), Shri Santosh Kumar Yadav, IAS, on 13th May 2026 at NHAI Headquarters, to discuss critical issues concerning the highway construction sector and the way forward for accelerating India's road infrastructure growth.
Shri Dineshchandra Agrawal, President, NHBF, felicitated the Chairman on behalf of the federation, marking a constructive engagement aimed at strengthening industry–authority collaboration.
The discussion focused on key challenges faced by highway developers and contractors, project execution bottlenecks, policy considerations, and pathways to ensure timely and quality delivery of national highway projects.

At the Infrastructure Conference & Achiever’s Awards 2026, the focus also shifted to Ease of Doing Business in the highways sector where issues, impact, cost pressures, and execution bottlenecks continue to define outcomes on the ground.
Anchored by Shri Ramesh Chandra Jain, Executive Director, G R Infraprojects Ltd., the session moved beyond surface-level discussion to examine what is actually slowing projects down and what must change, from contracting frameworks and dispute resolution to on-site technology and coordination across agencies.
With representatives from distinguished companies in the room, the discussion reflects the voices of those building India’s highways every day. Because improving ease of doing business is not policy alone, it is execution, alignment, and accountability at every step.

NHBF delegation met Hon’ble Minister for Road Transport & Highways on 25.03.2026 to highlight urgent sectoral concerns impacting highway development.
The meeting was also attended by Secretary, MoRTH; Chairman, NHAI; senior officials of MoRTH/NHAI; and other key stakeholders.
In view of the ongoing West Asia conflict and resulting global supply chain disruptions, NHBF has requested immediate relief measures for contractors and concessionaires facing unprecedented cost escalations in fuel, bitumen, steel, cement and other key inputs.
The delegation also raised critical structural issues affecting the revival of BOT projects, especially in light of no bids being received for four recently invited projects, indicating serious concerns on viability and investor confidence.
Key submissions included:
- Recognition of current geopolitical impacts under Force Majeure / Change in Law provisions
- Rational reforms in BOT framework including balanced risk allocation
- Reduction of traffic risk band from ±10% to ±5%
- Fair compensation mechanisms for authority-attributable delays
- Realistic project timelines and improved bid conditions
NHBF emphasized that timely intervention is essential to restore confidence, revive private investment, and ensure sustainable growth of the highway sector.
The Hon’ble Minister assured that the concerns will be examined with priority.
Synopsis
Highway developers have urged PM Modi to review construction timelines for public-private partnership projects. They argue that current deadlines are too short for quality and durability. The National Highways Builders Federation highlighted a recent greenfield project with a two-year construction period. They seek reasonable periods based on project size and complexity to ensure successful national highway development.
National highway developers have flagged the issue of stringent construction timelines being imposed on public-private-partnership (PPP) projects and sought the intervention of Prime Minister Narendra Modi, saying reasonable construction periods are a critical enabler for achieving quality, durability and long-term asset performance in the country.
“We seek your guidance on certain aspects of highway PPP project structuring which may merit review to ensure timely execution, quality outcomes and sustained private sector participation in the national highway programme,” the National Highways Builders Federation (NHBF) said in a letter to the PM dated February 6.
The letter, a copy of which was seen by ET, called for fixing construction periods that are commensurate with project size, complexity and execution orders, particularly for large greenfield and access-controlled corridors.
PPP projects in the road sector include the build-operate-transfer (BOT) and hybrid annuity model (HAM) projects, which have now become the preferred modes as the government eyes greater participation of the private sector in building world-class highway infrastructure in the country, in line with the vision of a Viksit Bharat, or transitioning India to a developed country, by 2047.
Citing the example of a recently invited greenfield, access-controlled BOT project of more than 200 km, the NHBF said a construction period of only two years had been stipulated.
Considering the scale of such projects and the scope of activities involved, the industry apprehends that such timelines may pose significant execution challenges, even with best efforts,” the letter said.
The NHBF argued that activities required for road construction such as land acquisition, utility shifting, major and minor structures, interchanges, safety provisions and stringent quality standards require time and any haste in such activities might compromise the quality of construction.
Further, it raised the issue of the recent amendment to the dispute resolution provisions in BOT and HAM concession agreements, wherein arbitration for disputes above Rs 10 crore had been restricted, saying the provision required a revisit at the highest level so that dispute resolution mechanisms remain proportionate to project scale and financing requirement.
“The combined effect of tight construction timelines and constrained dispute resolution options may, in some cases, increase project risk, affect bid participation and financial closure, and inadvertently, undermine the objective of achieving timely, high quality infrastructure delivery,” the NHBF said.

India’s highway programme has progressed on the strength of private sector participation, lender confidence and bankable contracts.
The recent revision in the dispute resolution framework for BOT (Toll), HAM and EPC projects, which effectively restricts arbitration for high-value disputes, raises serious concerns for the infrastructure ecosystem.
In large projects of ₹3,000–5,000 crore:
• disputes are inherently high-value and technically complex,
• arbitration has been the only time-bound, expert-driven resolution mechanism, and
• shifting unresolved disputes to civil courts means years of uncertainty, cash-flow stress and delayed justice.
This is not just an industry issue.
It directly impacts:
• Ease of Doing Business,
• investor and lender confidence, and
• timely delivery of national infrastructure.
If risks cannot be resolved, they will be priced into bids or avoided altogether, leading to higher project costs and delays—outcomes none of us desire.
The National Highways Builders Federation (NHBF) believes that dispute reduction cannot be achieved by removing dispute resolution mechanisms. Alongside conciliation, India needs fair, predictable and time-bound adjudication, supported by institutional accountability and capacity building.
A balanced framework is essential to sustain momentum in infrastructure development.
Dialogue, not dilution of remedies, is the way forward.
