Though since the latter 2 don't have 24 h. 365 coverage, can be said that they are not obs.). Protection Civil have twitter accounts & publish news

@olamb245 Unfortunately it happens. I once gave an deserved bad review to a paper only to see it published without my suggestions in the same journal!! They made a mistake and had the same manuscript twice in their system.
