Both not required for the start. You need 1. robots, 2. data centers and communication in reach (starlink), and 3. power generation.
Robots will built everything they should do (probably first another factory for building more robots) and we can settle in the made nest when everything is ready (atmosphere, food, housing, infrastructure, etc)
