The IFS says that metric is distorted by savings behaviour, higher earners defer spending, so defer indirect tax. Partial definition plus partial statistic isn’t evidence.

Higher earners save more, so they defer indirect taxes rather than avoid them. When savings are spent, VAT & duties apply. The system isn’t regressive it’s temporally distributed. The top decile pays £64,530 more in net tax than benefits received.

UCL/FRS data says at the 95th income percentile only 15% of children are privately educated, and even in the top 1% it’s only about half.
