New Evidence for Better Outcomes for Somalia’s Children
Somalia National Bureau of Statistics, in partnership with UNICEF Somalia, today launched the Multidimensional Child Poverty and Deprivation Analysis, providing critical evidence to strengthen child-focused policymaking, planning, nvestment and internments in Somalia.
The report was unveiled by H.E. (Hon) Mohamud Abdirahman Sheikh Farah (BeeneBeene), Minister of Planning, Investment & Economic Development, in the company of H.E. Ali Hajji Adam, Minister of Health & Human Services; H.E. Prof. Saalim Caliyoow Ibroow, Minister of Labour & Social Affairs; H.E. Amb. Khadija Mohamed Al-Makhzoumi, Minister of Women & Family Affairs; Dr. Abdisalam Abdirahman Mohamed, Director General of SNBS; Dr. Hassan Adam Hosow, Chief Economic Advisor to the President & Executive Director of National Economic Council; Mr. Mahamud Moallim Abdulle, Commissioner of SoDMA; and Sandra Lattouf, UNICEF Representative in Somalia. The event also brought together other senior government officials, UN agencies, development & humanitarian partners, academia, civil society organizations among other stakeholders.
Drawing on data from the 2022 Somalia Integrated Household Budget Survey (SIHBS), the analysis examines child wellbeing across key dimensions such as housing, sanitation, education, nutrition, water & access to information. The findings underscore the importance of integrated & coordinated approaches to addressing overlapping deprivations affecting children.
In his keynote speech, Minister for Planning, Hon. BeeneBeene emphasized, "investing in children is investing in Somalia’s future. Credible data and official statistics are indispensable for designing effective policies, targeting resources efficiently and ensuring that every child benefits from our national development planning and development."
Speaking at the launch, SNBS Director General Dr. Abdisalam Mohamed, noted, “your high level participation today underpins our shared commitment to ensuring that every Somali child has the opportunity not only to survive, but to learn, develop, thrive and reach full potential”, adding that the true value of statistics lies in its ability to inform decisions, improve targeting and translate evidence into better outcomes.
The report provides an important evidence base for advancing the implementation of Somalia’s National Transformation Plan (2025–2029), Vision 2060 and the Sustainable Development Goals (SDGs). @AbdisalamHumbul@abdirahm_omar

1/3 Poverty has traditionally been based on income. While this approach is useful but it does not fully capture the living condition of population. So what to do to
address this limitation?
2/3 National statistics offices use the Multidimensional Poverty Index (MPI) developed by the @ophi_oxford. The MPI measures poverty by examining multiple dimensions of deprivation including health, education, and living standards at the same time.

Somalia National Bureau of Statistics today held a Validation Workshop for the establishment of Somalia’s Multiple Overlapping Deprivation Analysis (MODA) Framework that is aimed at strengthening child poverty measurement & evidence-based policymaking.
MODA framework provides a comprehensive, child-rights-based approach to measuring multidimensional deprivation, going beyond income indicators to capture children’s lived experiences in such key dimensions as education, health, water, sanitation, protection, housing & information.
In his opening remarks, Director General, Dr Abdisalam Mohamed, underscored SNBS’s mandate to produce credible, timely & policy-relevant statistics, expressing appreciation to SNBS & UNICEF technical experts whose collaboration & rigorous work have brought the framework to this important validation stage.
Participants were encouraged to engage actively throughout the workshop to refine methodology, address any technical gaps & ensure a robust, nationally owned framework that guides integrated policies & targeted interventions to improve the well-being of Somali children. @AbdisalamHumbul@abdirahm_omar
SNBS convened dissemination workshop on the findings of Somalia’s Child Poverty Analysis using Multidimensional Overlapping Deprivation Analysis (MODA) framework. Drawing on data from Somali Household Budget Survey, study provides evidence on child deprivation in key dimensions to inform policies, programs & SDG monitoring.
The workshop brought together government MDAs, international partners, academia & civil society to examine the findings, discuss policy implications & strengthen use of MODA evidence in planning. It also advanced national dialogue on institutionalizing child poverty measurement within Somalia’s official statistics system.
