The United States is preparing to launch one of its most significant investment initiatives in the South Caucasus through the TRIPP+ Enterprise Fund, a regional vehicle that could finance telecommunications, mining, energy, digital infrastructure, and other strategic industries across Armenia and the wider region.

But the appointment of Konstantin Sokolov as chairman raises important questions.

Sokolov already holds significant private investments in some of Armenia's most strategic sectors, including an indirect stake in Viva Armenia, the country's largest telecommunications operator, and is linked to a major ownership stake in the Teghut mining project. These are industries that TRIPP+ itself could eventually help finance.

There is no evidence of wrongdoing. However, no publicly available governance documents explain how potential conflicts of interest would be managed, what disclosure requirements exist, whether the chairman would be required to recuse himself from certain decisions, or how investment decisions will ultimately be made.

At the same time, a separate proposal would place the planned TRIPP Development Company under majority U.S. ownership for decades, adding another layer to the debate over who will finance, develop, and ultimately influence Armenia's strategic infrastructure.

Investment alone does not guarantee greater economic sovereignty. The long-term outcome will depend on transparency, accountability, clear conflict-of-interest safeguards, and who ultimately controls Armenia's most strategic assets.

I will bring before the Israeli government at its next meeting a proposed resolution for the official recognition by the Government of Israel of the Armenian Genocide.

Recognizing the genocide perpetrated against the Armenian people in the final years of the Ottoman Empire is both a moral and historical duty.
We must also firmly condemn any denial, minimization, or distortion of the historical truth.

The resolution will subsequently be brought before the Knesset for a vote.
