By plot hole Itachi was forbidden to use against opponents unless its for the plot like with sage Kabuto.
Also sage mode isn't immune to genjutsu.

@hinamib6iq I think its bleach. Every villains has a unique view personal to them giving significance. Naruto also has great villains but I think they are all trying to achieve the same goal in their own twisted way. But to be honest pain had most logical acceptable idea of creating peace.
