If we are being fair and honest; sticking to facts, setting aside personal feelings, political biases, and any dislike for the individual, we can all agree, without dispute, that President Zuma was either the only President or at least the best one to be in a position to claim that under his leadership and the collective leadership in government he was part of, the ANC-led government actually delivered on its promises. Under his presidency, promises made were promises kept. If we look at actual governance, not just rhetoric, we see clear examples of this.
First, the massive rollout of ARVs, which he announced on World AIDS Day in 2009, was a game-changer in the fight against HIV/AIDS, making treatment more accessible to millions of South Africans. Second, he prioritized accountability by establishing the Department of Performance Monitoring and Evaluation, which led to the creation of the National Development Plan (NDP) Vision 2030—one of the most structured long-term plans for the country's development till date. Third, social assistance was expanded significantly under his leadership, including social relief of distress grants, grants-in-aid, the child support grant, foster care grant, care dependency grant, war veterans grant, disability grant, and the grant for older persons; ensuring millions of vulnerable South Africans had financial support.
Fourth, he put the land question front and center, ensuring that land reform and ownership by the dispossessed majority became a priority. This led to the ANC adopting the policy of expropriation of land without compensation at the 54th National Conference in Nasrec. He also established the Department of Rural Development and Land Reform (DRDLR) in 2009 as a stand-alone department, in line with the ANC’s Polokwane resolutions, to drive rural development and economic transformation.
Fifth, the Expanded Public Works Programme (EPWP) was strengthened under his leadership, creating employment opportunities for thousands of South Africans. Sixth, in education, his administration saw the establishment of two new universities—Sol Plaatje University in the Northern Cape and the University of Mpumalanga—while also restructuring the education system by splitting the former Department of Education into two: Basic Education and Higher Education & Training. During his time, school learners benefited from textbook distribution, school transport programs, and food nutrition programs, ensuring that children from poor backgrounds had the necessary support to focus on learning.
Seventh, under his leadership, South Africa’s influence on the continent and globally was cemented. He oversaw the deployment of Dr. Nkosazana Dlamini-Zuma as the first female Chairperson of the African Union Commission, where she launched Agenda 2063. During his presidency, South Africa also joined BRICS and played a role in establishing the BRICS Bank in Johannesburg, a major shift in global financial power.
These are just a few examples where JZ, and by extension the ANC, can stand firm and say: “Promises made, promises kept.” Of course, corruption and internal political battles that sought to undermine his leadership within the ANC, and his own political brutality in trying to be firm on ill discipline caused him more political enemies during his tenure, all this clouded these major achievements, but that does not take away from the fact that, when it comes to actual governance and delivery, his administration made serious strides that cannot be ignored. 🇿🇦
