I am hosted by Hon. Adipo Okuome, MP for Karachuonyo Constituency, alongside the County Commissioner and senior officials from the County Government, on an inspection tour of the Kimira–Oluch Irrigation Scheme, Homabay County on our way to Inspection of Okundi Dam Irrigation Project

The visit follows the transfer of the scheme to the National Irrigation Authority (NIA) in line with the Irrigation Act, 2019, which places large-scale schemes under national management. The inspection focused on assessing the status of the infrastructure and identifying priority interventions required to fully operationalize the scheme.

Located along the shores of Lake Victoria, the Kimira and Oluch smallholder schemes have a combined gazetted acreage of 4,341 acres. However, only 1,100 acres are currently under rice production, yielding a mere 1,650 metric tonnes—an indication of significant underutilization of the available irrigation potential.

We reaffirmed the Government’s commitment to rehabilitating the scheme, completing outstanding on-farm infrastructure, and implementing comprehensive farmer capacity-building programs. These interventions will unlock the scheme’s full potential for paddy rice production and contribute to national food security under the BETA Plan.

Once fully operational, the scheme is expected to significantly increase rice output, boost household incomes, and transform livelihoods for thousands of farming families in the Lake Region.
