The committee had no outsider, only secretaries and ministers.

Such is their hatred of research that they would not include a single person who has researched the system. Someone like me who has several documents in the civil service is too difficult for them to swallow.

In the West there would be commissions of people like me or serious researchers to write a serious report on this subject for the cabinet or parliament to consider.

Here it is only arrogant ministers who do not want a professional civil service but mere lackeys to report to them.
