For the people happy about killing the 2013 immigration bill, please look at the disaster where we now are 11 years later, and consider these lessons learned moving forward:

1) had the 2013 bill passed, President Trump in 2017 would have had ALL of the money he needed (already fully appropriated) to build and finish the border wall, and let the immigrants pay for it. All that he would have needed to do was reprogram some of the $40 billion in the Corker-Hoeven Amendment from CBP agents to construction of the wall (although there was also already money in the amendment to complete 600 miles of wall). 2) With this wall, it would have been a lot more difficult for people to even enter the territorial border of America to ask for asylum.
3) moreover, even for the people who did enter and ask for asylum—it would have been far easier to demand and pass a bipartisan compromise bill cracking down on frivolous asylum claims for the following reasons:
a) Republicans would have shown good faith by legalizing of millions of people, they could have more easily demanded that Democrats show good faith in solving this new asylum problem;
b) unlike now, the 2013 bill would have created a robust foreign worker program that would have allowed these types of individuals to come in legally (albeit at more manageable numbers) — which would then have given America the moral framework to say “you must use this program, and stop coming in illegally and making frivolous asylum claims.” Right now no such program exists.
c) you already saw Democrats willing to negotiate on asylum even without having gotten any legalization. So you already have undisputed evidence of this. The bill would have been far more enforcement oriented had there already been the 2013 bill for the reasons explained above.
4) by wiping the immigration courts clean in 2013 because people were being legalized, there would have been a completely clean slate for President Trump to effectuate extremely quick deportations of all new entries between 2017 and 2020. Instead, he inherited an immigration court backlog with millions of deportation cases, which prevented him from being quickly able to deport border crossers seeking asylum.
5) it also would have been impossible for any business to employ undocumented workers because we would have had mandatory nationwide E-Verify with facial recognition added to it which would have made it impossible to game the system.
6) But now, because the 2013 bill was killed in a terrible case of short term thinking and gratification — there are likely tens of millions of more people here in the United States who entered by crossing the southern border than there would have been had this bill passed. And, this is in addition to all of the 11 million people who were already here in undocumented status in 2013.
7) and, there is still no border infrastructure or legal worker program that can help steer all of the demand for entry into America into the proper legal framework.
8) and there is still no mandatory turbocharged E-Verify with facial recognition or a 2,000 mile border wall.
9) So, as Rosie Perez once famously said in the hit movie White Men Can’t Jump—“sometimes, when you win, you actually lose.” That definitely happened here.
I very much hope that people in power will take these facts into consideration moving forward.

4/4 Immigrants like Rao and Suvo are hardworking, taxpaying members of our community. They contribute massively to our industries and they more than deserve congressional action to secure their futures here.
3/4 Similarly, Suvo a senior team member at a Fortune 500 Company, can't change jobs, travel abroad or start his own company, because of the green card backlog. Without a green card, his 6 yr old son will have to self-deport once he turns 21 because he can't be on his dad’s visa.
2/4 Rao, my constituent, came to California 10 yrs ago for a better life for his children—the U.S. is their home. Sadly, Rao & his family are in a state of uncertainty & fear deportation because the green card he applied for in 2015, is delayed due to the per-country quotas.
1/4 I’m disappointed that the EAGLE Act, a bill to make our employment-based visa system fairer, hasn't come for a vote in the House. Too many visa holders & their families are stuck in a green card backlog that arbitrarily discriminates against immigrants from certain countries.
