For the 100th time, Harper briefy favoured a cap and trade system when it looked like Obama was going to implement it in the U.S. for the logical reason that our system should match that of our largest trading partner. When Obama's effort failed Harper, again, logically dropped his support. Now we have a national carbon tax and the U.S. does not, which is madness.
