Pakistan Delegation Led by Bilal Azhar Kayani Engages in High-Level Interactions in the UAE
A high-level Government of Pakistan delegation, led by H.E. Bilal Azhar Kayani, Minister of State for Finance and Railways and Head of the Prime Minister’s Delivery Unit, is undertaking an official visit to the United Arab Emirates (UAE). The visit is being held under the framework of the UAE Government’s Experience Exchange Programme (EEP) and aligns with the Government of Pakistan’s broader agenda to accelerate institutional reforms, enhance service delivery, and modernize public sector governance.
H.E. Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange warmly welcomed the delegation and is coordinating the overall visit. In his remarks, he reaffirmed the UAE Government’s continued commitment to supporting Pakistan in its reform and development journey. H.E. Lootah highlighted Pakistan’s vast potential across various sectors and emphasized that enhanced bilateral cooperation would yield tangible and meaningful outcomes for both nations.
Mr. Bilal Azhar Kayani expressed gratitude to the UAE Government for facilitating meaningful knowledge exchange, particularly in the areas of digital governance and tax system modernization. He noted that the visit presents a valuable opportunity to learn from the UAE’s globally recognized governance, innovation, and public sector delivery models. Mr. Kayani also reiterated Prime Minister Muhammad Shehbaz Sharif’s reform priorities, including digitization, e-commerce, and macroeconomic stability.
The Pakistani delegation engaged in focused sessions with key UAE officials and including H.E. Maryam Al Hammadi, Minister of State and Secretary General of the UAE Cabinet, who briefed the delegation on Government Policies and Legislation. H.E. Hanan Ahli, Director of the Federal Competitiveness and Statistics Centre, who spoke about the UAE’s and global competitiveness indicators. Dr. Radhiya Al Hashimi, Executive Director of the Government Accelerators Centre, introduced the Government Accelerators model. Mr. Haitham Al Rais, Deputy Chief of Strategy at the Prime Minister’s Office, presented strategies for a sustainable future.
Highlighting the importance of institutional learning, Mr. Kayani emphasized the need to adopt international best practices in digital governance, efficiency, and competitiveness to improve public sector performance in line with the vision of Prime Minister Shehbaz Sharif.
This high-level engagement builds upon the Memorandum of Understanding (MoU) signed on 16 June 2025 between the UAE Ministry of Cabinet Affairs and Pakistan’s Ministry of Planning, Development, and Special Initiatives, reinforcing both nations’ shared commitment to institutional excellence and collaborative governance.

A high-level Government of Pakistan delegation led by Bilal Azhar Kayani, Minister of State for Finance and Railways and Head of the Prime Minister’s Delivery Unit, concluded an official visit to the United Arab Emirates under the UAE Government’s Experience Exchange Programme (EEP).
The visit aligned with Prime Minister Muhammad Shehbaz Sharif’s vision of institutional reform and modernization of public sector governance. Mr. Kayani expressed gratitude to the UAE Government for facilitating valuable knowledge-sharing engagements in areas such as digital governance, public service delivery, and tax system modernization. He emphasized the importance of learning from the UAE’s models of governance and innovation.
On the final day of the visit, the Pakistani delegation held detailed sessions with senior UAE officials, including Mr. Mohammad Al Sharhan, Managing Director, World Governments Summit & Director, Government Leaders, and Talents Department, H.E. Khalid Ali Al Bustani, Director General, Federal Tax Authority (FTA), H.E. Saeed Al Eter, Chair, UAE Government Media Office Dr. Waleed Al Ali, Secretary General, The Digital School, H.E. Khalfan Belhoul, CEO, Dubai Future Foundation and officials of the Executive Directorate of Government Performance and Excellence. Each session provided insights into the UAE’s strategic approach to leadership development, digital transformation, future foresight, and media communication in governance.
Mr. Kayani underscored Pakistan’s commitment to adopting global best practices in digital governance, efficiency, and public sector competitiveness to enhance service delivery and institutional performance.
Led by Bilal Azhar Kayani, the eight-member delegation included Mr. Ali Zahid, Member of the National Assembly, Mr. Mosharraf Zaidi, Chief Coordinator Government Performance and Innovation Prime Minister’s Office, Mr. Zarrar Hasham Khan Secretary IT and Telecom and other senior official of the Prime Minister’s Office. This high-level engagement builds on the Memorandum of Understanding (MoU) signed on 16 June 2025 between the UAE Ministry of Cabinet Affairs and Pakistan’s Ministry of Planning, Development and Special Initiatives—further reinforcing the two nations’ shared commitment to excellence in governance and institutional collaboration.

Visited areas of Jhelum affected by floods today, primarily due to the 424 mm cloudburst in Chakwal. Successful relief efforts have been carried out in Jhelum today by the civilian administration and the Pakistan Army. Over 400 people have been rescued so far by helicopter, ground operation or boat without a single reported casualty so far, Alhamdulillah. Credit goes to all concerned including the Army, Civilian Administration, Police and Rescue 1122. People in affected areas were appreciating and acknowledging the efforts of the rescuers. One brave Police Constable was sadly swept away during a rescue operation. Search and rescue efforts are ongoing to find him. I had the privilege of meeting his brave uncle. Flood relief camps have been setup. Rescue and relief efforts are still ongoing and will continue, Insha’Allah.
