The current LAISSEZ-FAIRE policy of the Kenyan government on grand corruption is totally untenable. It is unsustainable. It's immoral, discriminatory and of course criminal. H.E @WilliamsRuto must URGENTLY create a policy framework (preferably a White Paper) to regulate and tightly control grand corruption in Kenya. His government's liberalised, open market policies where every tom, dick and harry who is remotely connected to the country's political power grid can pull a multi billion deals is unsustainable. The country will bleed to death. Surely, a government that allows everyone to steal from the public coffers will collapse. President Ruto must urgently appoint a technical committee (preferably headed by one of his many advisers who change goverment policies for kickbacks and then profit from it by entering into partnership with business men outside government) to help prepare a confidential list of 20 to 30 Kenyans that will be vetted and allowed to steal with the blessing of government. The list will be secret to government. No one outside that list will be allowed to steal. In fact anyone outside the list will be dealt with swiftly and harshly. In my view the list should represent that face of Kenya. At present, the thieves are over concentrated in Nairobi, Rift Valley(read: Kalenjin) and Central (read: Kikuyus). The entire NFD, Coast, Turkana and lower Eastern have been deliberately excluded by President Ruto's government to have an equal opportunity like the rest (Kalenjin and Kikuyus) to steal from the Central government. The basis of this policy exclusion is only known to the government. Such a policy framework will also set the percentage the chosen 20 to 30 Kenyans can demand when they take bribes in big projects. It was 10% in the 70s, 80s and Hon Maalim Hussein who was a minister in the Office of President, said in parliament that it was escalated to an unsustainable 30% in the 90s. (The next day, we was demoted to the minstry of culture and social services). It has remained at 30% for a long time. But at times goverment officials escalate it to 50:50 profit sharing basis. Whatever the rate, a policy framework that fixes the kickbacks at 20% of the contract price is a win-win situation for all involved and even for poor innocent Kenyans. Lastly, such a policy if well thought out can allow kickbacks to be subject to income tax of 35%. I think, for a goverment that is overzealous in taxing poor Kenyans, this is a golden opportunity to levy 35% tax on every thief that steals from the people. (A form of public participation to ensure that the Courts will not strike out such a policy must be undertaken by the Office President under the able supervision of the minister who claims that forces exists outside the security organs of the state that have power to kill and abduct Kenyans)

Because of the HUGE CREDIBILITY/TRUST DEFICIT President William Ruto's government suffers from, many viable projects that can be financed through a TRANSPARENT and VERIFIABLE PPP process will not see the light of the day. WHY? Because the people of Kenya simply don't trust their government to do the right thing with their monies and assets. President Ruto was sold the FALSE GOSPEL that he could build roads, dams, airports, schools, hospitals markets, etc, without building trust with the people by fixing what ails the country. He has elected/refused to undertake meaningful reforms that solidify institutions and ingrain good governance throughout the structures of the state ie...having a vibrant parliament, corruption free judiciary, independent police, anti-corruption strategies, asset recovery of goverment officials that steal from the state etc. In other words, H.E RUTO has put the cart before the horse. He wants to pursue an ambitious development agenda in a corrupt and dysfunctional government. Mr. President, that is NOT POSSIBLE! President Ruto needs to urgently reappraise his strategies because the trajectory he is currently on will fail him and fail Kenya BIG TIME. He must fix the governance problems that are killing Kenya before he builds roads, dams, schools, etc. For example, how can Kenya move forward when you have a corrupt judiciary where judgment is given to those who bribe? How can Kenya move forward when the Supreme Court, the Apex court, is corrupt through and through and some judges are buying/building properties all over Kenya? How can we move forward when parliament doesn't function and is a mere talking shop for the Leader of Majority? How can Kenya move forward when Governors, their deputies, are stealing all the monies allocated to counties and no action is taken? How can Kenya move forward when those in government offices ie Cabinet Secretaries, Principal Secretaries, heads of parastatals steal daily, grow filthy rich, and go scot-free, enjoying their loot in dubai and lately in Istanbul and Cape Town. Despite these crippling/debilitating ills, President Ruto wants to create 20,000 for the youth to clean the Nairobi River!!! 🤣🤣🤣...it does work like that, Mr. President! With three years left before the next election, the right time is now for President Ruto to address the elephant in the room and fix Kenya's GOVERNANCE problems and forget for the time being about the superficial and trivial issues of roads, dams, airports, sewage etc that is taking most of his time...Mr. President, development and bad governance/corruption can't co-exist in the same ecosystem!
