But since COVID out of the big blue states, CA, IL, NY, I think the SMALLEST state budget growth has been an eye popping 40% with some nearing 60% so it's clearly starting to weigh on them

Spotters don't lift the entirety of the weight off you they take a little pressure off to make up the difference of what the lifter can't.
