Shouldn't the networks just market DAF/TAF liability shift to merchants as the premium agent-commerce product, and let the consumer protection value proposition pull network cards to the top of the agent credential stack? Your responsibility seems fair...but ultimately consumers will want the fraud protection and merchants want the chargeback protection, while the agent may have other priorities.
