BREAKING: I am told by a source that FINALLY the OSCE is adopting a budget. The OSCE Permanent Council is in session right now as I am typing this to adopt the decision. The OSCE has not had a budget since 2021. I am also told that the budget contains cuts as demanded by the US.

Today, I was pleased to welcome OSCE leadership, Chairman-in-Office @IgnazioCassis and @OSCESecGen Feridun H. Sinirlioğlu, to Kyiv.
We discussed the dynamic of peace efforts, the outcomes and expectations of the meetings in Abu Dhabi, and the battlefield situation.
I informed OSCE leadership about Russia’s war crimes, strikes against civilians, and attacks on energy infrastructure leaving people without power, heating, and water amid freezing temperatures.
I reaffirmed Ukraine’s readiness to develop cooperation with @OSCE, advance shared priorities during the Swiss Chairmanship, and stressed the importance of humanitarian and accountability dimensions of our cooperation.
I also reminded about three OSCE employees – Vadym Golda, Maxim Petrov and Dmytro Shabanov – who remain detained by Russia and our call for them to be released.
We spoke about the OSCE’s role, including in postwar period, in advancing a lasting peace for Ukraine and stability throughout the OSCE area, as well as our shared responsibility to protect the principles of the Helsinki Final Act.

The meeting will provide an opportunity to discuss the challenges facing the European security architecture, particularly the war in Ukraine. Switzerland, which will assume the OSCE chairpersonship in 2026, will reaffirm its priorities at the meeting.
