@keithmarlowau@linzcom i don't disagree, but we are no longer examining the "the millionaire migration" myth. the middle is a separate cohort to OP's hypothetical 2-3k that can arb out CGT by leaving - most can't and won't leave because, for better or worse, their wealth is embedded in this economy.
For those genuinely rich enough to be materially impacted, spreading 10s of millions in gains over 3 yrs just means you max out the top bracket at a measly 200k over 3 years in a row instead of 1. Second, the rich are embedded elites - people often overestimate the mobility of millionaires.
