For a rebuild that is:
- mostly generic materials like pipes and steel
- design is complete and you’ve already built it once
- permits approved, favorable regulatory environment
You can go faster just by adding more people and throwing money at it.
So the details matter.

- long lead and specialty items i.e. large cryo tanks, bespoke valves
- permitting and regulatory
- building before the design is complete
- figuring out how to build it
- using up all the concrete in your state and waiting for more

I’m trying to figure out how you’re generating your estimates.
Seems like you’re just comparing different builds and rebuilds generally and broadly.
