Ito ang naging tugon ni Department of Public Works and Highways (DPWH) Secretary Vince Dizon sa tanong ni Sen. Loren Legarda tungkol sa batayan o “formula” na ginamit ng ahensya sa pagtatalaga ng pondo sa ilalim ng National Expenditure Program (NEP).

“Kasi may isang probinsya, ayaw ko naman banggitin ‘no. Kilala ko rin ‘yung cong[ressman]. Ang liit-liit ng probinsya, ang laki ng budget sa NEP,” sabi ni Sen. Legarda.

Tugon naman ni Sec. Dizon, “There is this formula, supposedly, parang metric formula... but we really cannot understand it.”

“We will make the formula simpler, more straightforward, and will really be responsive to the needs of the community and thereby making it more equitable,” pangako naman ng kalihim.
