SBI assists with busting an Illegal Romanian Theft Ring in NC

On July 28, 2025, the Homeland Security Investigations Charlotte Carolina Financial Crimes Task Force requested assistance from the NC SBI in a fraud investigation involving stolen EBT accounts used to make purchases at multiple Sam's Club stores, resulting in losses totaling more than $1,160,324. Working with the USDA Office of Inspector General, investigators used financial receipts and photographs to identify several suspects connected to an Organized Retail Crime group from Romania.

On August 1, 2025, the suspects made about $15,000 in fraudulent purchases at a Sam's Club in Matthews, then continued to stores in Pineville and Gastonia. Surveillance teams followed them to a storage unit in Charlotte, where they were arrested without incident. Investigators recovered goods valued between $27,000 and $30,000. A search warrant at one suspect's residence turned up evidence of fraudulent money card production, and investigators anticipated additional federal charges and targets.

On July 2, 2026, brothers Marian Ovidiu Dumitru and Catalin Dumitru, both in the United States illegally, pleaded guilty in federal court in Charlotte to a multi-state SNAP fraud scheme. Between July 2024 and August 2025, they took part in an identity-theft ring that stole more than $760,000 in SNAP benefits across several states, including New Jersey and Massachusetts.

Each brother pleaded guilty to wire fraud and faces up to 20 years in federal prison. A sentencing date has not been set. Multiple federal and state agencies took part in the investigation, and the U.S. Attorney's Office in Charlotte is prosecuting the case.
