Because for the past 20 years they have been attacking traditional family values. Males and females are constantly arguing (e.g feminism, patriarchy). Other than that, higher education levels mean people are more focused on career building (especially women). There is also hook up culture etc etc etc

Your view is correct but you came to this conclusion because you grew up in a wealthier, more developed society with access to tools and education. So while the circumstances are hard, if you were born in an actually poor society, as counter-intuitive as it may seem, you would probably have had more children. It's the fact that you live in a more developed society that enables you to recognize that having children is not so affordable. Which is why a family in a slum in India can barely feed 1 child but gives birth to 7.
