About a thousand Ghanaians have now been evacuated from South Africa by the Government of Ghana following the latest wave of xenophobic attacks.
Last night, it was a profound honour to welcome our fellow nationals with love, warmth and the pride of being a servant leader in a great country which does not forsake our citizens, particularly in time of distress.
But our work is far from over — we shall ensure reintegration with dignity, medical and psychosocial support, pursue compensation for those who have left properties and businesses behind, secure jobs for folks able to work and intensify our efforts towards achieving Osagyefo Dr. Kwame Nkrumah's Pan-African dream of genuine African integration.
I commend dedicated staff of the Foreign Ministry; our High Commission in Pretoria; colleague ministers; senior government officials; partner state institutions including GAF, GACL, GCAA, NADMO, GIS, GPS; the IOM; Ethiopian Airlines and the media for the flawless and efficient execution.
We are grateful to Ghanaian CEOs for their remarkable partnership with us aimed at creating employment opportunities for our returning nationals.
God bless President John Mahama for his inspiring and outstanding leadership and guidance.

STATEMENT ON GHANA’S NEW ENGAGEMENT WITH THE IMF
1. Rt. Hon. Speaker, I come before this House to provide an update on the substantial progress we have made in restoring macroeconomic stability and debt sustainability ahead of the original timeline.
2. This address will also announce a new chapter in Ghana’s engagement with the International Monetary Fund.
3. Mr. Speaker, this is a consequential moment in President Mahama’s Reset Agenda and, indeed, in the life of our Nation.
4. It signifies Ghana’s passage from crisis management to stability, from dependence on financial bailout to partnership in reform, and from uncertainty to renewed confidence in our economic future.
5. Mr. Speaker, to appreciate the significance of this moment, we must briefly recall the gravity of the crisis Ghana faced in 2022.
6. On 1st July 2022, the previous administration turned to the IMF for a financial bailout after their gross mismanagement of the economy had driven the country into fiscal, balance of payments and debt crises.
7. President Mahama, the then NDC flag bearer, acknowledged the decision as necessary, though a belated intervention to arrest the decline and to ease the severe hardship being borne by the Ghanaian people through no fault of theirs.
8. The scale of that crises was profound, if not traumatic:
• The cedi came under intense pressure;
• inflation rose to painful levels, investor confidence deteriorated sharply;
• external reserves were strained; and
• Ghana lost access to the international capital market.
9. As a result, credit rating agencies responded by downgrading Ghana’s sovereign rating, repeatedly, in 2022, to levels never seen in our country’s history:
• In February that year (2022), Moody’s downgraded Ghana to Caa1.
• In August, S&P downgraded Ghana to CCC+.
• Again, in August, Fitch downgraded Ghana to CCC.
• And in September, Fitch again, downgraded Ghana to CC.
• Finally, in October 2022, Ghana lost access to the international capital market with Ghana’s Eurobond spreads widening to an all-time high of 3400 basis point.
10. This further deepened the economic and financial crises, to the point that COCOBOD was unable to secure a syndicated loan for the first time in many years.
11. Also, some domestic commercial banks could no longer obtain external funding or establish letters of credit, as international banks declined to confirm those instruments.
12. Mr. Speaker, on 5th December 2022, following the announcement that Ghana could not meet its maturing domestic debt obligations, the NPP administration introduced the Domestic Debt Exchange Programme (DDEP), imposing significant haircuts on domestic bondholders.
13. On 13th December 2022, Ghana formally requested debt treatment under the G20 Common Framework in order to restructure its bilateral debt portfolio of more than US$5 billion.
14. On 19th December 2022, the NPP administration again defaulted on the servicing of Ghana’s external commercial debt obligations.
15. The far-reaching haircuts affected:
• The Bank of Ghana;
• commercial banks;
• non-bank financial institutions;
• pension funds;
• insurance companies;
• individual bondholders; and
• even pensioners were not spared.
16. Mr. Speaker, ordinary Ghanaians bore the heaviest burden of that crisis. The consequences were felt across households, businesses, and institutions through:
• rapid depreciation of the cedi;
• runaway inflation of more than 50 percent;
• massive erosion of disposable incomes and savings;
• painful haircuts on domestic bondholders, including pensioners;
• punitive interest rates that constrained private sector activity;
• the imposition of nuisance taxes including E-Levy, Betting Tax, COVID-19 Levy and Emissions Tax;
• job losses, business distress, and weakened investor confidence; and
• a sharp rise in poverty and economic insecurity.
I am pleased to announce the commencement of works to complete the boys’ and girls’ dormitories at Achiase Senior High School, alongside the construction of modern toilet and bathroom facilities with an open laundry area. This vital project was generously initiated by Dr. Apea‑Kubi and we are honoured to continue the momentum for our students’ comfort, safety and dignity.
During the previous administration there was little visible infrastructure work at the school; today we are changing that. Throughout June you will see multiple infrastructural developments unfold across the district as we accelerate efforts to improve learning environments for our children.

It has been an honour co-chairing the 2026 Korea-Africa Foreign Ministers’ Meeting with my distinguished colleague host Foreign Minister, H.E. Cho Hyun in South Korea.
Africa and the Republic of Korea have a shared colonial history and are determined to forge a new mutually beneficial partnership which transforms nations and creates opportunities for the people we serve.
Africa’s new leaders insist on value addition, industrialization, job creation for the world’s youngest population and better returns on transactions. These are terms South Korea is happy to collaborate with Africa to achieve leveraging its reputation as a technology and manufacturing powerhouse.
Ghana and South Korea have significant bilateral projects in the energy, agriculture, maritime, education, ship manufacturing, roads and health sectors.
This year, our two countries will open a new university in Ghana; establish a West Africa Hyundai Automotive Manufacturing Plant in Ghana and launch new solar irrigation systems.
Additionally, we agreed to have collaboration in AI and new partnerships for energy and critical minerals.
Ghana and South Korea’s Visa Waiver Negotiations intended to cover all categories of passports are progressing very well with diplomatic and service passport holders already secured yesterday.
During my address, I commended South Korea for supporting the Ghana-led landmark UN resolution declaring the transatlantic enslavement as the gravest crime against humanity.
We look forward to commemorating 50 years of formal diplomatic relations next year.

I am pleased to announce that today in London, we signed a landmark UK-Ghana Growth Partnership during the Ghana-UK Investment Summit, as a roadmap for 2026–2028. It aims to deliver tangible benefits for Ghanaians and businesses operating in our country.
Deals worth up to £215 million stand at the centre of our collaboration with the UK. By prioritising private-sector growth, infrastructure, and skills development for our youth, we aim to ensure they can compete globally.
A groundbreaking £101 million UK-backed initiative, part of the partnership, will create the Gulf of Guinea's very first commercial-scale ship repair and dry-docking facility. Set to generate up to 430 direct jobs, including 30% reserved for women, the Takoradi Floating Dock Project will propel Ghana to the forefront of regional maritime hubs.
The Partnership is unlocking millions in climate-aligned infrastructure, propelling an £85 million reforestation fund and an exciting £9 million investment dedicated to forest restoration in the Oti Region. These transformative projects will generate local jobs and safeguard our environment.
Even more exciting, a £6 million partnership will support the implementation of the Ghana AI Strategy and energise science and technology collaboration across our universities.
In the health sector, our systems will be transformed by a £4 million partnership for specialist clinical engineering training. New Transnational Education guidelines will also be launched to open up outstanding opportunities for Ghanaian students to access world-class training.

Yesterday marked a historic milestone in the journey of the Achiase District, and most notably, for the Achiase Islamic School—an institution that has long endured infrastructural challenges. Yesterday, we rewrote that narrative.
I was deeply honored to lead the official commissioning of an ultramodern ICT Lab, fully equipped with free high-speed internet service, at the Achiase Islamic School. This transformative project was made possible through the generous sponsorship of the Telecel Ghana Foundation, with my absolute support as your District Chief Executive.
This facility is more than just a room of computers; it is a promise of equal opportunity, ensuring that our students are no longer left behind in the global digital age.
My profound gratitude goes to Nananom, the Chief Imam, and the entire Muslim community for their prayers, warmth, and steadfast support. To everyone who graced the occasion with their presence, thank you for sharing in this beautiful victory for our children’s future.

I was in Parliament from when this bill was re-laid, I was there when the principles of the bill was debated at the second reading stage. I was there when the first amendments were passed. I was there when the disagreements.on some exemptions came up and I was there when the bill was passed.
The only significant change to this deeply problematic bill is the insertion of a clause exempting journalists, lawyers, and other professionals whose work might otherwise be deemed promotion of LGBTQ activities.
But pause and consider what that tells us. If a lawyer defends an accused person in an LGBTQ-related matter, why would anyone seek to characterise that as promotion of the act and criminalise it accordingly?
If an academic, protected by the long-established principle of academic freedom, researches or writes on the subject, why would that freedom be curtailed? If a journalist editorialises in the course of their work, why would that be an offence? The answer, of course, is that it would not survive constitutional scrutiny.
Had those exemptions not been inserted, every one of those provisions would have been struck down as unconstitutional. The exemptions were a legal necessity to make a very problematic bill less problematic.
It is also dishonest to suggest the Majority side has introduced amendments that water down the bill originally passed in the previous Parliament. If that original bill was so sound, so fit for purpose, why did the very sponsors of the bill not present the same document to this Parliament? They made changes themselves before reintroducing it to this Parliament.
