The Safe Extraction Rift Encounter was not locked to the Gone Wild summer event and can still occur!

The Sprite Hunt Rift Encounter is also not locked to the summer event and can return when re-enabled

As mentioned before Holofoil Sprites came out, It seems the 5% chance to get a rare sprite when opening chests only applies to normal chests.

It appears the buff doesn't apply to Sprite Chests or Rare Chests, as it only checks for the "Chest Common" tag
