I have ordered a full and transparent investigation into the deaths of suspected illegal miners detained by the Nigeria Security and Civil Defence Corps following enforcement operations around the Lt. Gen. Mohammed Inuwa Wushishi Estate in Minna, Niger State.

The life of every Nigerian matters. No citizen should lose their life while in government custody as a result of negligence, abuse, inhumane treatment or dereliction of duty.

I am deeply concerned by the reported deaths. This is a grave matter, and the circumstances must be investigated urgently and thoroughly.

The Federal Government will continue to combat illegal mining and other criminal activities across our country. Those operations must be conducted strictly within the law and with full respect for the dignity and fundamental rights of every person taken into custody.

The fact that these individuals were suspected of illegal mining does not remove their right to life, dignity and humane treatment. We will not tolerate deaths arising from official negligence, abuse, dereliction of duty or the failure of public officials to protect lives placed under their care.

Where the investigation establishes that any official, through action, abuse or negligence, contributed to these deaths, that officer must be arrested and prosecuted in accordance with the law. There must be accountability.

I have directed that the investigation be comprehensive, transparent and unhindered. It must establish the circumstances of the arrests, the condition of the detainees when they were taken into custody, the conditions under which they were held, the number of persons detained at the facility, the medical attention provided to them and the events leading to their deaths.

The suspension of officers is an administrative step. It cannot substitute for a proper determination of criminal responsibility where the evidence warrants prosecution.

I have therefore directed the Ministry of Interior and the leadership of the NSCDC to cooperate fully with all relevant investigative authorities. No officer must interfere with the investigation or attempt to frustrate the establishment of the truth.

I extend my condolences to the families of those who died and pray for the repose of their souls. I also appeal for calm among the affected families and communities. The Federal Government will pursue the truth and take appropriate action based on credible evidence.

We must never allow the pursuit of one form of illegality to create another. Government must enforce the law firmly, but government itself must obey the law.

The sanctity of human life is non-negotiable.

I must make special mention of Kaduna, where I commissioned their CNG mass transit programme under Governor Uba Sani @ubasanius last year.

100 CNG-powered buses are providing free transportation on major routes across the State. In their first year of operation alone, the buses carried about 3.2 million passengers, saving commuters more than ₦3.5 billion in transport costs.

This is more of what we need to see at the subnational level.

The Federal Government under our administration is ready to support the subnationals and our citizens in this regard.

On August 27, I met with the Governors of our 36 States, and we agreed on a clear objective that from October 1, more Nigerians should begin to see measurable reductions in transportation costs.

An implementation committee for the National Affordable CNG Transit Programme was subsequently established under the auspices of the Nigeria Governors’ Forum @NGFSecretariat, chaired by the Governor of Kwara State and Chairman of the Forum, AbdulRahman AbdulRazaq @RealAARahman.

I am aware of the considerable work already underway by the committee, PI-CNG & EV, the States, and other critical stakeholders to identify priority transport corridors, determine appropriate interventions, and put the necessary arrangements in place.

This work has become even more urgent in the face of the current global energy crisis.

It is reassuring to see the movement spreading. Edo already has 50 CNG buses in active service. Kano has converted more than 1,000 commercial vehicles while rapidly expanding its conversion and refuelling network. Delta, Kwara and Lagos are expanding CNG-supported transport services, while Akwa Ibom has taken delivery of 50 CNG buses ahead of commercial operations.

I encourage every State to maintain the momentum towards October 1. Work with transport unions and commercial operators. Support conversion and fleet deployment. Facilitate the infrastructure required. Above all, ensure that savings from cheaper energy reach Nigerian citizens through lower fares.

The Federal Government will continue to support the scaling of CNG infrastructure and access, expand conversion capacity, and create the enabling environment for States, transport operators, manufacturers and private investors to participate.

Nigeria has the gas. We are building the infrastructure. We are already seeing the savings.

Now we must move faster and scale this so many more Nigerians feel those savings in the fares they pay every day.

Disruptions to global energy supplies are once again putting pressure on petrol and diesel prices and increasing transportation costs across the world.

Nigeria cannot control events in global energy markets. But as a gas-rich nation, we can reduce our exposure.

That is what we have been doing.

Over the last three years, my administration has deliberately invested in building a CNG transportation ecosystem across Nigeria. Today, more than 120,000 vehicles have been converted; we have over 400 certified conversion centres and more than 90 CNG refuelling stations across the country, and these figures are increasing daily.

At a time like this, our answer cannot be to return to the ruinous petrol subsidy regime that consumed trillions of naira and left our economy exposed to every movement in international oil prices, as some have suggested.

We must accelerate the cheaper alternatives we have been building at home with greater urgency.

Today in Paris, I met with Vincent Bolloré of Bolloré Group, and his executives for extensive discussions on expanding their investments in Nigeria across film, entertainment, fibre optics and the digital economy.

Through Canal+, MultiChoice, Universal Music and other businesses, they are looking to do more in Nigeria. They see our country as the arrowhead of Africa’s cultural awakening, powered by Nollywood, Afrobeats and the growing global appetite for Nigerian culture.

I want more of the value created by Nigerian talent to remain in Nigeria. More production at home. Greater investment in our local industries and infrastructure. More opportunities and jobs for our young people. I have made this case consistently, including on greater localisation by MultiChoice.

Our reforms are creating the conditions for investment and growth. My responsibility is to ensure that these investments translate into real opportunities for Nigerians.

This is the purpose of the Renewed Hope Agenda.

ICC CASE: AB SUNRISE POWER AND TRANSMISSION COMPANY LIMITED (SUNRISE) V. FEDERAL GOVERNMENT OF NIGERIA (NIGERIA) V. MR. LENO ADESANYA

An International Arbitration Tribunal under the auspices of the International Chamber of Commerce (ICC) in Paris, today, September 17, 2026, issued an award in favour of our country, rejecting the claims in the arbitration instituted by Sunrise Power and Transmission Company Ltd (Sunrise).

The company had made a claim against the Federal Republic of Nigeria, demanding $680 million as a settlement sum and interest in respect of another arbitration in which it is claiming over $2.7 billion in compensation and interest relating to disputes associated with the development of the 3960mw Mambila Hydroelectric Power Project, located in Taraba State.

This latest decision affirms the Nigerian State's determination not to succumb to predatory and exploitative claims by corrupt local and international entities and their enablers and funders.

On behalf of the Government and People of the Federal Republic of Nigeria, I strongly commend the tremendous efforts of the Attorney-General of the Federation and Minister of Justice, Prince Lateef Fagbemi and the entire team at the Federal Ministry of Justice for their efforts in this matter.

I also commend the FRN defence team, led by Ms Elizabeth Oger-Gross and Mr Tolu Obamuroh, both of Paul Hastings LLP, for their professional and excellent defence of the country.

I commend the patriotism and support of former President Olusegun Obasanjo, GCFR, and late President Muhammadu Buhari, GCFR, who testified in the case, which dated back to an illegal 2003 contract to build a 3,050-megawatt hydroelectric plant in Taraba State under a build-operate-transfer model. The Federal Executive Council never authorised the contract.

I thank the other witnesses in this case, including former Ministers Babatunde Raji Fashola, SAN, and Suleiman Adamu, and the experts, for their active participation in defending Nigeria's interest in the arbitration.

I commend the National Security Adviser for his support and the Economic and Financial Crimes Commission @officialEFCC for its investigation into the case.

I want to assure you that while our country remains committed to partnering with genuine investors and honouring its legal obligations, it will continue to defend all opportunistic claims instituted against our commonwealth strongly.

Today's ICC ruling clears the single biggest legal hurdle that has paralysed the Mambilla hydro power project for years.

The Committee's work continues across regulation, taxation, banking, immigration, arbitration and the digitisation of government processes within our free zones.

I have further directed the Minister of Trade and Investment, Dr Jumoke Oduwole @joduwole who is also the Vice-Chairman and Implementation Coordinator, to work with Itana and the Presidential Steering Committee to develop a roadmap in preparation for a full launch within 180 days.

Africa’s digital economy will be enormous. As more trade under the African Continental Free Trade Area moves online, Nigeria has an opportunity to become the home from which digital companies are built and scaled.

Nigeria has the talent and the market to reshape Africa’s place in the global technology and digital economy value chain.

This is what our Renewed Hope commitment to a digital economy looks like in practice, and this is how we transform reform into opportunities.

Nigeria has the talent, enterprise, and ambition to build companies that can compete anywhere in the world. Our responsibility as a government is to ensure that Nigerians do not have to leave Nigeria or rely on other jurisdictions to realise that potential.

For too long, some of our most promising young entrepreneurs have felt compelled to establish their companies and intellectual property abroad to access global capital and markets. I do not accept that this must remain the case.

I want the next generation of African technology, finance and service companies to be built, headquartered and scaled to the world from Nigerian soil.

Our ambition is bigger than technology parks.
We are positioning Nigeria to become Africa’s premier destination for digital innovation, technology investment, high-value services and knowledge industries, in the way Delaware and Silicon Valley serve companies in the United States.

We want African companies to be incorporated in Nigeria, financed here and governed from here, while serving markets across Africa and the world.

I want a young Nigerian in Kano, Enugu, Warri, Minna, Maiduguri or Ibadan to be able to work for a global company without leaving home, and I want our founders to raise capital globally while their companies and intellectual property remain in Nigeria.

When these businesses grow here, they employ Nigerians, use Nigerian professional services and retain more of the value they create in our economy.

Today, the rewards I promised our D’Tigress have been fully redeemed.

Each player has received the naira equivalent of $100,000, while each official has received the equivalent of $50,000, completing their package of cash rewards, national honours and three-bedroom homes in Abuja.

For the first time, a Federal Government has fulfilled this scale of presidential sporting rewards in full within one year. We had to follow the processes required by law and ensure that every commitment was properly implemented. That took time, but a promise made must be a promise kept.

We are also concluding the outstanding cash rewards for our Super Falcons.

The Super Falcons players and officials have already received the title documents to their house allocations and National Honours certificates. Likewise, the promise of houses and national honours I made to Super Eagles players has since been redeemed.

Our athletes who bring honour to Nigeria deserve more than applause. They deserve a country that keeps its word.

I received with deep sadness the news of the passing of Hafidh Ameir Hassan, husband of my dear sister and colleague, Her Excellency President Samia Suluhu Hassan of Tanzania @SuluhuSamia.

I know what this loss means to President Samia and her family. She has lost a lifelong companion, her children a beloved father, and the family one of its pillars. For almost five decades he stood quietly beside her, through every season of her service to Tanzania. A companionship of that depth becomes part of who a person is. To lose it is to lose a portion of oneself, and I feel for her deeply.

On behalf of the Government and people of Nigeria, and on behalf of my family, I extend my deepest condolences to President Samia, her children, the Hassan family and the people of Tanzania.

At moments such as this, the bonds that unite us as Africans matter even more. Nigeria mourns with Tanzania and stands with President Samia and her family in this hour of grief.

May the Almighty Allah grant Hafidh Ameir Hassan eternal rest, comfort all those he has left behind, and give President Samia and her family the strength and fortitude to bear this painful loss.

I welcome the African Union’s announcement that the African Credit Rating Agency (AfCRA) will officially launch on October 7. @_AfricanUnion

In February, I made the case in the Financial Times for an African credit rating agency. In May, at the Africa CEO Forum @africaceoforum in Kigali, I spoke again about the need for Africa to build financial institutions that understand our economies and can assess our risks properly.

AfCRA is another step towards that goal.

Africa is not asking for favourable ratings. We are asking for fair ratings, grounded in our fundamentals and in the reforms our economies are actually carrying out.

AfCRA must now earn the confidence of global capital. That confidence will rest on its independence and the rigour of its work.
