Here's this week's update from OGEPA:
🔹 Air quality hovered in the Moderate range for most of the week, briefly rising to Unhealthy for Sensitive Groups on Tuesday and Wednesday.
🔹 Lowest AQI: 95.39 (Thursday, Aug 13)
🔹 Highest AQI: 103.51 (Wednesday, Aug 12)
Mean Pollutant Levels:
🌫️ PM2.5 — 36.43 µg/m³
🌫️ PM10 — 84.23 µg/m³
🧪 NO₂ — 0.42 ppb
🧪 CO — 3.0 ppm
Health Advisory: Children, the elderly, and residents with respiratory conditions should limit prolonged outdoor exertion during peak pollution periods.

Theme: Industrial Resilience and Safety Governance: Building a Culture of Compliance, Prevention and Sustainable Growth

Good morning.
It is both an honour and a privilege to welcome you to this important gathering of safety professionals whose collective responsibility extends beyond regulatory compliance to the protection of lives, preservation of property, safeguarding of the environment, and sustaining the economic prosperity of Ogun State.

Today’s workshop is far more than another government programme. It represents a defining moment in our journey towards building an industrial environment where safety is not regarded as an obligation imposed by law, but as a fundamental organisational value embedded in every process, every decision, and every workplace culture.

As one of Nigeria’s foremost industrial destinations, Ogun State continues to attract significant local and foreign investments. This remarkable industrial growth brings enormous opportunities for employment, wealth creation and technological advancement. However, it also places upon us a greater responsibility to ensure that industrial expansion is matched by equally robust systems for safety, environmental protection, emergency preparedness and risk management. Economic growth without safety is unsustainable. Development without resilience is vulnerable.

Our administration remains committed to ensuring that industrial progress and public safety advance together.

A New Direction for Industrial Safety
Over the past several months, officials of the Ministry have undertaken extensive inspections, facility assessments and preliminary safety audits across numerous industries operating within Ogun State. These engagements have yielded invaluable insights.

While many organisations have developed commendable safety policies and documented management systems, our findings consistently reveal a significant gap between written procedures and actual operational practices. Too often, safety exists in manuals rather than in behaviour. Too often, compliance is driven by inspections instead of conviction. Too often, risks are managed after incidents instead of before they occur. This reality demands a new approach.

The future of industrial safety cannot depend solely upon periodic government inspections. Rather, it must be built upon continuous risk assessment, proactive leadership, competent personnel, measurable performance indicators and a deeply rooted culture of prevention. This is the vision driving the Ministry’s 2026–2028 Strategic Safety Transformation Agenda.

Strengthening the Institutional Framework
As part of this strategic vision, the government @ogsg_official is advancing the transformation of the existing safety office into a fully empowered Ogun State Safety Commission. This institutional reform reflects our commitment to creating a modern, responsive and professional safety regulatory system capable of meeting the demands of an increasingly sophisticated industrial economy.

The proposed Commission will strengthen policy implementation, enhance technical oversight, improve enforcement mechanisms, facilitate stakeholder collaboration and promote international best practices in occupational safety and environmental protection. Most importantly, it will enable government and industry to work as partners in preventing accidents rather than merely responding to them.

Statewide Industrial Safety Audit Programme
One of the flagship initiatives under this new framework is the implementation of a comprehensive Statewide Industrial Safety Audit Programme. Let me emphasize that this initiative is not designed as a punitive exercise. It is an instrument for continuous improvement. It is a diagnostic process. It is an evidence-based management tool.

Our objective is to establish measurable safety performance benchmarks across industries, identify emerging risks before they result in incidents, and support organizations in developing practical solutions that strengthen operational resilience.

By the end of this implementation cycle, our expectation is that every industrial facility operating within Ogun State will adopt measurable safety performance standards that promote accountability, operational excellence and continuous improvement. Safety must become a Key Performance Indicator alongside production, quality and profitability.

The Purpose of Today’s Training
Today’s workshop has therefore been carefully designed to equip participants with practical competencies that will strengthen safety leadership within their respective organizations. Throughout today’s sessions, participants will deepen their understanding in four critical areas:
* Strategic Safety Governance—understanding emerging regulatory expectations and strengthening institutional compliance.
* Applied Risk Engineering—moving beyond hazard identification to effective implementation of the Hierarchy of Controls that eliminates or minimizes risks at their source.
* Incident Intelligence and Root Cause Analysis—developing investigative skills that identify systemic failures rather than merely assigning blame.
* Safety Improvement Planning—designing practical, measurable and facility-specific Safety Improvement Plans capable of driving continuous organizational improvement.
These are not merely academic concepts. They are practical management tools capable of saving lives, protecting investments, improving productivity and enhancing corporate reputation.

Your Responsibility as Safety Leaders
Ladies and Gentlemen, Every participant seated here today occupies a strategic position within their organization. You are not merely Safety Officers. You are risk managers. You are change agents. You are organizational leaders. The quality of your decisions may determine whether workers return safely to their families at the close of each working day.

The knowledge you acquire today should therefore become the catalyst for transforming workplace attitudes, strengthening operational discipline and institutionalizing a culture where safety becomes everyone’s responsibility.

A Collective Commitment
As Government continues to improve the regulatory environment, industry must equally demonstrate unwavering commitment to responsible operations. Safety is not the responsibility of government alone. It is a shared responsibility.
When government provides sound policies… When industries embrace best practices… When safety professionals demonstrate competence… When workers actively participate…
Then together we create resilient industries, safer communities and a stronger economy. That is the future we seek. That is the partnership we must build.

Conclusion
Permit me therefore to challenge every participant to approach today’s training with openness, professionalism and a determination to become ambassadors of safety transformation within your respective organizations. The Safety Improvement Plans you develop today should not become documents filed away in cabinets. They should become living roadmaps that guide your organizations towards continuous improvement and will form an important reference during subsequent statewide safety audits.

Together, let us build industries where safety is not simply enforced—but embraced.
Where compliance is not motivated by fear—but by conviction. Where prevention becomes our first response. Where every worker returns home safely. And where Ogun State continues to lead Nigeria as a model for safe, sustainable and responsible industrial development.

CP BODE OJAJUNI CONDUCTS FOLLOW-UP ASSESSMENT, ORDERS ADDITIONAL SECURITY DEPLOYMENT OVER IJEBU-ODE ENVIRONMENTAL INCIDENT

Further to the earlier press release on the environmental incident recorded along the Agoro/Okunowa Road axis of Ijebu-Ode, the Commissioner of Police, Ogun State Command, CP Bode Ojajuni, psc, FCSS, MNIPR, on Saturday, 16th May 2026, conducted a follow-up on-site assessment of affected communities and schools, including Our Lady of Apostles Secondary School and other impacted areas within Ijebu-Ode. The assessment was carried out alongside the Deputy Commissioner of Police, Department of Operations, DCP Muritala Bolanle, the Officer in Charge of the Police Explosive Ordnance Disposal (EOD) Unit, and other emergency response stakeholders.

The Commissioner of Police consequently ordered additional deployment of Police EOD personnel, Surveillance Teams, tactical operatives, and the School Protection Squad to strengthen security coverage around affected schools and communities. The visit was also carried out in collaboration with the Ogun State Commissioners for Education, Environment, and Health, during which residents, teachers, parents, students, and community stakeholders were sensitized on precautionary safety measures and emergency response procedures. CP Bode Ojajuni also addressed participants during the sensitization session, where he emphasized the importance of calmness, vigilance, and strict adherence to established emergency protocols.

Members of the public are advised to contact the Ogun State Government Emergency Call Centre on 08112000033 in the event of any emergency related to the incident. Residents are further advised to immediately ask for help, assist affected persons to breathe using wet clothes where necessary, and promptly convey victims to the nearest hospital for urgent medical attention. The Ogun State Police Command reassures residents that the situation remains under control while monitoring, surveillance, and coordinated response operations continue.

The @OGSG_Official wishes to inform the public that the Air Quality Monitoring devices installed at Ijebu Ode Grammar School has recorded elevated methane (CH₄) concentrations within its monitoring coverage area in Ijebu Ode, with peak readings of approximately 13,500 ppm in surrounding locations.

The deployment of the Air Quality Monitoring station at Ijebu Ode Grammar School forms part of the State’s continuous environmental surveillance programme designed to provide early detection of abnormal air quality conditions and support timely public health interventions.

While the recorded methane concentration is below the lower explosive limit, the level is considered environmentally significant and requires immediate technical investigation and precautionary response.

In response, the @OGSG_Official will activated a multi-agency environmental and public health assessment team comprising environmental regulators, emergency response services, and technical air quality experts to:

* determine the source of the emissions,
* assess spatial extent and exposure risk,
* and evaluate associated gases such as hydrogen sulphide (H₂S), volatile organic compounds (VOCs), and other relevant atmospheric parameters.

Residents are advised to remain calm and continue normal activities while avoiding open flames or ignition sources in areas where unusual gas odours are detected. Any symptoms such as dizziness, headaches, nausea, or respiratory discomfort should be promptly reported to nearby health facilities.
