Mangakas definitely speak out against piracy too. They are just not as active on twitter as Korean artists. And korean artists & writers are more active & vocal because they heavily rely on social media marketing to sell their work. Bato went down because of Japan winning a lawsuit against Cloudfare in November for copyright infringement. This lawsuit was filed in 2022. If you think Japan doesn’t care about it just because you don’t see it on twitter…that’s wrong because they are the ones working the most to stop it.
