This IRS Statute seems pretty clear to me concerning the situation:

Heartbroken plea to save Snuggles from euthanasia at PACC.
Snuggles is a loving Anatolian Shepherd puppy who was spooked on his own 3-acre property—first bite ever, after 5 days of not eating due to our female in heat, plus coyotes, barking dogs & a neighbor dog in the yard. Someone tapped his head & startled him.
PACC staff adore him—videos show how sweet he is, the highlight of their day. A behaviorist evaluated him, testified he’s NOT dangerous & offered to work with him. Even the bitten person wants him spared.
He’s no vicious dog. He snuggles with the family’s kids & helped calm the elder dog. Survived a cow kick as a tiny puppy fracturing his hip. They’ve lost 3 dogs & an Aunt—losing him too is devastating.
The family has spent over $20k, did everything asked, & will follow any dangerous dog rules, upgrade fencing—anything. He belongs home with his family on his gated ranch.
Please help pressure PACC & the court to release him!
