Since 1999, the call for State Police Reform has remained one of the most important discussions on building a sustainable security architecture for Nigeria.
Several administrations attempted to address the issue, but meaningful constitutional reforms proved difficult to achieve.
Between the 2000s and 2010s, different committees and panels were established to examine police reforms, including the committee led by M. D. Yusuf in 2008 and the presidential committee headed by Parry Osayande in 2012. While these efforts made recommendations for improving policing, the devolution of policing powers to the states remained a contentious and unresolved issue.
Further attempts between 2015 and 2018 also failed to secure the constitutional changes required.
Today, in 2026, Nigeria has taken a significant step forward through Constitutional Amendments 7, 8, and 9:
✅ State Police — providing a constitutional framework for state-level policing.
✅ Military Funding as a First-Line Charge with Financial Autonomy — ensuring more predictable and independent funding for national defence.
✅ Local Governments Recognised as a Distinct and Separate Tier of Government — strengthening grassroots governance and constitutional clarity.
These reforms represent some of the most consequential changes to Nigeria’s security and governance structure since the return to democratic rule in 1999. Their success, however, will ultimately depend on effective implementation, accountability, and the commitment of all stakeholders to strengthening the Nigerian state.

Dangote Refinery is offering 3 billion ordinary shares at US$0.35 per share. The minimum investment is in dollars. This is targeted at institutions, high-net-worth individuals, and serious investors.
This is the same opportunity. Femi Otedola publicly said he moved ₦140 billion to access it.
The difference between a public offer and a private placement:
A public offer is open to everyone. Anyone can apply. A private placement is exclusive. Not everyone qualifies. The entry point is higher, but so is the potential.
