@Phil_JKD Tennessee has tested 45,000 and Kentucky less than 19,000.
Assuming similar spread, positives will rise pretty much proportionally to tests...whereas hospitalizations and deaths are more reasonable bases for comparison of how bad it is in each state. (Though still flawed)
