I urge Mr. President, as a matter of urgency, to set up a committee comprising representatives from the Ministry of Interior, the Ministry of Police Affairs, and civil society groups to draft a better version that reflects a more civilian-oriented approach to policing.

It's a good start, but I have never hidden my concerns about allowing the police to draft their own reforms.

First publicly available image of senior ISWAP commander Abu-Bilal al-Minuki (also known as Abbor Mainok) has emerged following his reported death in a joint Nigeria-U.S. counterterrorism operation in Metele, Borno State.

According to security sources, al-Minuki—one of ISWAP’s most wanted and elusive leaders—was killed during an intelligence-led operation targeting senior terrorist figures in the Lake Chad region. The image was reportedly taken after his death and is expected to help confirm his identity.

Throughout his years in Boko Haram and later ISWAP, no verified photographs of al-Minuki had previously surfaced, making the image a rare glimpse of one of the insurgency’s most secretive commanders.
