الموضوع: مناشدة عاجلة لمعالجة أزمة إعادة الحاويات الفارغة في الموانئ السعودية

السلام عليكم ورحمة الله وبركاته،

نتقدم إلى معاليكم بهذه المناشدة العاجلة بشأن ما يشهده قطاع النقل والخدمات اللوجستية من أزمة متفاقمة في إعادة الحاويات الفارغة، والتي أصبحت تشكل عبئًا كبيرًا على شركات النقل والمستوردين والمصدرين، وتنعكس سلبًا على كفاءة سلاسل الإمداد داخل المملكة.

للأسف، أصبح التعامل مع الحاويات الفارغة يتم بطريقة غير موحدة وغير واضحة، حيث تقوم بعض خطوط الشحن برفض استقبال الحاويات، بينما تُلزم شركات أخرى الناقلين بالتنقل بين عدة ساحات دون مبرر، كما ترفض بعض الساحات والمشغلين استقبال الحاويات رغم تحمل الناقل كامل التكاليف التشغيلية.

ونتيجة لذلك، تتعرض شركات النقل إلى:

هدر كبير في الوقت والوقود والموارد البشرية.
ارتفاع التكاليف التشغيلية بشكل غير مبرر.
تأخير الشاحنات وتعطيلها لساعات طويلة، وأحيانًا لأيام.
خسائر مالية يتحملها الناقل دون أي مسؤولية منه.
تأثير مباشر على كفاءة الخدمات اللوجستية التي تسعى المملكة إلى تطويرها ضمن مستهدفات رؤية السعودية 2030.

إن ما يحدث اليوم لا ينسجم مع الجهود الكبيرة التي تبذلها الدولة لتطوير القطاع اللوجستي، ولذلك نأمل من معاليكم التوجيه العاجل إلى الجهات المختصة لإيجاد حلول تنظيمية، من أبرزها:

إلزام جميع خطوط الشحن بتحديد موقع واضح ومعلن لاستقبال الحاويات الفارغة.
منع رفض استقبال الحاويات دون مبررات تشغيلية معتمدة.
توحيد الإجراءات بين المشغلين والساحات وخطوط الشحن.
وضع مؤشرات أداء ورقابة على عمليات تسليم واستقبال الحاويات الفارغة، مع محاسبة الجهات المتسببة في تعطيل الشاحنات.

ثقتنا كبيرة في حرص معاليكم على إزالة جميع المعوقات التي تواجه العاملين في القطاع اللوجستي، بما يعزز مكانة المملكة كمركز لوجستي عالمي.

ليست كل الإنجازات تُقاس بالأرقام، ولا كل النجاحات تُختصر في التقارير والبيانات .. فهناك نجاحاتٌ تُقاس بطمأنينة الملايين، وراحة القلوب، وسلامة الأرواح، وعظيم الأثر الذي يبقى في نفوس المسلمين بعد انقضاء الموسم. وهذا ما تجسده "المملكة العربية السعودية" 🇸🇦
عاماً بعد عام في إدارتها لموسم الحج.

ففي هذا المشهد الإيماني المهيب، حيث تتوافد أفئدة المسلمين من شتى بقاع الأرض إلى أطهر بقاع الأرض، تتجلى عظمة الجهد المبذول، ودقة التخطيط، وصدق العناية التي توليها المملكة لخدمة ضيوف الرحمن، بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وسمو ولي العهد الأمير محمد بن سلمان بن عبدالعزيز، حفظهما الله.

ولعل أعظم ما يلفت النظر في هذا النجاح المتجدد أنه لم يعد مجرد قدرةٍ على إدارة أكبر تجمع بشري في العالم .. بل أصبح " نموذجاً عالمياً "
في الكفاءة والجاهزية واستشراف المستقبل، دون أن يفقد جوهره الإنساني النبيل القائم على خدمة الحاج وإكرامه وتيسير عبادته.

كما يستحق كل من تشرف بخدمة الحجاج من رجال الأمن، والكوادر الصحية، والجهات الخدمية، والمتطوعين، أسمى آيات الشكر والعرفان، فقد كانوا صورةً مشرقةً للعطاء السعودي، وأثبتوا أن خدمة ضيوف الرحمن ليست وظيفة، بل شرفٌ يتسابق إليه أبناء هذه البلاد المباركة.

وللمملكة العربية السعودية قيادةً وشعباً مكانةٌ خاصة في قلوب أشقائهم، ليس فقط لما تقدمه من جهودٍ عظيمة في خدمة الحرمين الشريفين، بل لما عُرف عنها من كرم الوفادة، وصدق المشاعر، ونبل المواقف، وهي قيمٌ راسخة جعلت من كل زائرٍ للمملكة شاهداً على معدنها الأصيل.

🇸🇦 حفظ الله المملكة العربية السعودية، وأدام عليها أمنها واستقرارها وقيادتها الحكيمة، وجزاها عن الإسلام والمسلمين خير الجزاء، وبارك في جهودها المباركة التي أصبحت محل تقديرٍ وإعجابٍ وامتنانٍ في قلوب المسلمين حول العالم 🇸🇦
