This is Mustafa Al-Sarout, a #Syrian#Kurdish journalist who entered the city of #Aleppo in the very first moments following its liberation. In December 2024, he was unarmed and posed no threat. He was shot and killed by a sniper from #SDF / #PKK elements in the Sheikh Maqsoud neighborhood. His life ended abruptly and without justification.
Mustafa was not an isolated case.
Within just two months after the fall of the #Assad regime, the Syrian Network for Human Rights documented more than 65 civilian deaths, all caused by sniper fire, solely because the victims passed within the line of sight of SDF snipers.

📌 The Aleppo Governorate building is a purely civilian object and does not, by its nature or function, constitute a military target. There is no evidence of any military use at the time of the attack. Therefore, striking it constitutes a direct attack on a protected civilian object under international humanitarian law, particularly the principle of distinction and the prohibition on targeting civilian objects.
📌 Carrying out the attack while journalists and media workers were present further aggravates the violation, as it exposed protected persons to direct danger while performing legitimate civilian duties.

The measures were implemented with transparency, in line with the rule of law and principles of non-discrimination, to restore public order and protect civilians following repeated violations of agreed security arrangements that resulted in civilian harm.
📌 Since the date of liberation on 8 December 2024, the Syrian government has adopted an inclusive national approach aimed at unifying the security track and reinforcing the authority of legitimate state institutions as a prerequisite for stability. Within this framework, security agreements were reached in April 2025 to end all non-state military activity in the two neighborhoods. These agreements later collapsed due to repeated violations, including armed attacks launched from within the neighborhoods against residential areas of Aleppo on the 7th and 8th of the current month, which led to civilian casualties.
📌 The Ministry affirmed that the intervention does not constitute a military campaign, does not involve demographic change, and does not target any population group on ethnic or religious grounds.
