Criminals don’t follow or care about gun laws or gun control. The other 3% are accidental, criminals shot by cops , and legal intervention. A tiny fraction is mass shootings.

OPM did that to get us caught up to the private sector in pay. Because it’s called overtime, it doesn’t count for retirement
