We talk about sterilization (ABC) and vaccinations, but we are ignoring the most critical pillar: Awareness.
Recently, my domestic help’s son was bitten by a dog. The context? The child had been provoking the animal. The bigger shock? A local village doctor prescribed only 3 shots, spaced 10 days apart. This is medically incorrect and life-threatening.
If that child were to contract rabies, the narrative would immediately shift to "killer stray dogs," fueling fear and cruelty. No one would point to the educational collapse that led to the bite or the medical ignorance that failed to treat it.
The Reality of the Crisis
90% of bites happen due to a lack of understanding of dog behavior. We teach children math, but not how to safely interact with animals.
When local practitioners don't follow WHO-mandated Post-Exposure Prophylaxis (PEP), lives are lost.
Lack of education leads to bites - bites lead to fear - fear leads to cruelty - cruelty leads to more defensive dog behavior.
The Solution:
Rules and policing aren't enough. To make India cruelty-free, fear-free, and rabies-free, we must:
Mandate School Education: Teach dog bite prevention and animal empathy from grade one.
Standardize Rural Healthcare: Ensure every village clinic follows the correct 4 or 5-dose vaccination schedule.
Community Engagement: Shift the focus from "removing dogs" to "managing coexistence" through facts, not fear.
Sterilization controls the population, but education saves the soul of the nation.

Within just a week of chairing the Board Meeting and taking clear, decisive action, tangible results are beginning to show.
These directives offer much-needed relief to the hardworking, law-abiding, and compassionate citizens of our National Capital.
Key highlights from the order:
1. Strict enforcement of ABC Rules, 2023. Defaulting agencies will face inquiry, suspension, or termination.

2. Relocation or killing of street dogs is a punishable offence. Such violations must be strictly monitored and acted upon.

3. No restrictions on feeding dogs within their natural territory. RWAs and animal caregivers are to mutually decide feeding points based on each dog’s territory.
4. Feeding points must be clearly marked with signboards after consultation with caregivers and residents.
5. No cruelty is to be committed during the catching of dogs. Only trained, authorized agencies are permitted to carry out ABC procedures.
6. Local bodies are to run elaborate public awareness campaigns in collaboration with schools and NGOs.

7. Mandatory pet dog registration to prevent abandonment and ensure breeders are regulated under the law.
8. Adoption of Indian dogs to be exempted from registration fees.
9. The Delhi Animal Welfare Board is the final authority for resolving disputes related to feeding points.
10. "Harassing, threatening, obstructing or preventing any person from responsibly feeding
community dogs, particularly women, senior citizens or community caregivers, is a serious
offence. Any person/organization engaging in such acts shall be liable for strict legal action.”
